Contract for Legal Assistance

On August 4, 2021, the Maricopa County Board of Supervisors approved a contract with a non-profit agency, Community Legal Services (CLS), for $2.6 million for services through June 30, 2023.

The goal is to mutually benefit landlords and tenants – allowing the landlords to receive rent owed and to prevent family disruption.  

Assistance for Eligible Tenants

CLS will provide legal assistance and representation to eligible Maricopa County tenants impacted by the COVID-19 pandemic who are facing eviction due to nonpayment of rent. 

CLS services include:

  1. Legal information about tenant rights, landlord responsibilities, and eviction process including any applicable federal laws, rules, or requirements for public and subsidized housing;
  2. Legal advice specific to tenant’s case; and
  3. Legal representation in landlord negotiations and at any of the County Justice Courts and/or the Superior Court, depending on jurisdiction.

The Legal Assistance program is available to all residents of Maricopa County facing eviction due to nonpayment of rent.

Note for City of Phoenix Residents: The City of Phoenix also contracts for CLS for Phoenix tenants who are at or below 200% of the Federal Poverty Line (FPL). Click the following link for more information on the City of Phoenix’s Tenants Eviction Assistance Project (TEAP)

How to Apply

Step 1Check Eligibility 

 Persons eligible to receive legal services must:

  1. Be residents of Maricopa County; and
  2. Be at risk of eviction due to nonpayment of rent.
