Home Improvement Programs
Emergency Home Repair
The Emergency Home Repair Program helps eligible Maricopa County homeowners repair health and safety conditions in their residence, including non-functioning air conditioning and heating systems. Please note that the program is subject to availability based on funding.
To apply, review the eligibility guidelines, and if you qualify, follow the step-by-step instructions listed below.
To help establish eligibility, the following documentation will be required.
- Photo identification for the applicant only
- Proof of homeownership
- Documentation of gross earned and unearned income for everyone in the household 18 and older received in the 60 days prior to and including the interview date.
Emergency Home Repair funds are intended for those most in need and are prioritized by federal guidelines (not first come, first served). According to federal guidelines, applications for HVAC assistance will be prioritized using the following criteria:
- Households living at or below 50% of the Area Median Income (AMI)
- Households with one or more members that have been unemployed for the past 90 days at time of application and living at or below 80% AMI
- Whether or not the furnace or air conditioner is working
- Whether or not there is member of the household aged 60 or older
- Whether or not the household includes a member with a disability
- Whether or not there a child under the age of 6 residing in the home

Effective June 1, 2024
Maricopa County’s Human Services Department will serve eligible county residents.
To qualify for assistance, the following criteria must be met:
- The household must be located within Maricopa County; and
- Since March 13, 2020, a household member has qualified for Unemployment Insurance from the Arizona Department of Economic Security (DES) OR the household is experiencing financial hardship; and
- Household is living at or below 80% of the Area Median Income (AMI) and
- Household demonstrates a risk of experiencing a health and safety crisis due to the lack of heat or air conditioning.
