Housing & Community Development
The Housing and Community Development Division (HCD) is dedicated to improving the quality of life for low- to moderate-income individuals, families, and communities across Maricopa County. Supported by a wide array of county, state, federal, and nonprofit funds, HCD partners with community and governmental organizations to identify shelter and permanent housing solutions, expand affordable housing opportunities, weatherize and rehabilitate homes, revitalize neighborhoods, and improve community infrastructure, facilities, and services.
Community Development Block Grant
Maricopa County’s Community Development Block Grant (CDBG) program utilizes HUD funds to support projects and programs that revitalize neighborhoods, expand affordable housing and economic opportunities, and improve community facilities and services.
Funding is distributed through an annual competitive application process to participating Urban County communities and community-based social service agencies. The Urban County areas include the municipalities of Buckeye, Cave Creek, El Mirage, Fountain Hills, Gila Bend, Guadalupe, Litchfield Park, Tolleson, Wickenburg, and Youngtown as well as unincorporated Maricopa County.
The program makes a difference in the lives of thousands of County residents by addressing unique community development needs. For example:
- Wickenburg residents have improved access to safe drinking water through the replacement of water lines;
- Guadalupe residents can travel more safely in their neighborhood due to the development and repair of roadways; and
- El Mirage residents were impacted by the investment in new fire safety equipment to protect and save lives.
Home Improvement Program
Through the Maricopa County Home Improvement Programs (MCHIP), the Division directly provides home rehabilitation and weatherization services to eligible homeowners in the County. The program relies on an innovative, centralized inquiry system to ensure efficient response time and leverage funding from multiple sources. Services offered include:
- Major/minor home repairs;
- Weatherization and energy efficiency services; and
- Repair or replacement of eligible appliances.
HOME Investment Partnerships Program
Maricopa County administers affordable housing activities funded by a HUD grant. The goal of the HOME Investment Partnerships Program (HOME) is to strengthen public-private partnerships and to expand the supply of decent, safe, sanitary, and affordable housing for very low-income and low-income families.
HOME funds may be used by local governments within the HOME Consortium and qualifying housing developers to develop and support affordable rental housing and homeownership. Activities include:
- Housing acquisition, including assistance to home buyers;
- Housing construction, reconstruction, or rehabilitation; and
- Tenant-based rental assistance.
The County is committed to providing sustainable solutions to the issue of homelessness in the region. Maricopa County works with community partners, the State, and local funders to create a coordinated regional response to homelessness. Maricopa County utilizes its federal and general funds to partner with nonprofit agencies to quickly resolve an individual or family’s experience of homelessness by providing low-barrier shelter, rental assistance, bridge housing, service navigation, seasonal heat relief shelters, engagement programs for property owners & managers, and diversion assistance.
Lead Safe Program
Maricopa County was awarded a $1.48 million Lead-Based Paint Hazard Reduction Program grant from the U.S. Department of Housing and Urban Development (HUD), plus an additional $300,000 of Healthy Homes supplemental funding. With the award, Maricopa County launched its Lead Safe Maricopa County program. This no-cost program aims to reduce childhood lead poisoning by creating lead-safe housing for the County’s most vulnerable families.
