Lester Godsey
Chief Information Officer (interim)Lester Godsey is the interim Chief Information Officer for Maricopa County, AZ, the fourth most populous county in the United States. Prior to his acting role he was the Chief Information Security and Privacy Officer
With twenty-eight years of higher education and local government IT experience, Lester has spoken at local, state, and national conferences on topics ranging from telecommunications to project management to cybersecurity and data. Lester has taught at the collegiate level for over twelve years in the areas of technology, business, project management, and cybersecurity. The author of numerous trade journal and online magazine articles, he is CISM and PMP certified as well as holding a BA in Music and a MS in Technology, both from Arizona State University.
As one of Government Technology’s 2021 ‘Top 25 Doers, Dreamers & Drivers’, he is currently focused on the impact of social media from a cyber and kinetic security perspective.

Erick Lao
Director of Customer Engagement and WorkspaceErick is the Director of Customer Engagement and Workspace, leading the Office of Enterprise Technology’s (OET) Desktop, Customer Service Center and Service Management division. With over 22 years in IT Operations and Delivery, Program and Transition Management, Erick is an ITIL certified technology leader that drives continuous improvement, exceptional results and performance. Erick has managed global IT operations in large scale infrastructure environments with an emphasis on innovative solutions, business value and exemplary delivery. His diverse background includes working in consulting, financial, logistics and healthcare sectors. He holds a BS Computer Science from Arizona State University along with a Masters in Business Administration and is HDI, Six Sigma, ITIL and MCP certified.

Karen Connelley
Deputy CIO, Advanced ServicesKaren is the Deputy Chief Information Officer. She leads the Office of Enterprise Technology’s (OET) Advanced Services division, which includes Applications Development, Enterprise Architecture, Business Analysis, and Innovation. She is an Executive IT Leader with over 20 years of IT experience both in the private and public sector. Prior to joining Maricopa County, Karen spent several years with the State of Arizona working in the Arizona Strategic Enterprise Technology organization where she managed the Workplace, Collaboration, and Security services portfolio along with the enterprise IT contracts. In addition, Karen has held executive Vice President Positions for Actuate Corporation a Business Intelligence company as well as Vice President of Merchant Services Technology for American Express Financial Services. Karen has also been recognized in 2018 as one of the Top 50 Woman in Tech by Statescoop.

Kevin LaVallee
Director, Geographic Information Systems (GIS)Kevin is the GIS Director. He leads the Geographic Information Systems(GIS) Division. His 28 year career with Maricopa County began as a GIS intern for the Flood Control District in 1993. He has seen GIS’ support grow from just a few County Departments to now being used daily by 15+ agencies. Over the years the GIS Division has won numerous, including NACO awards as well as ESRI ‘Special Achievement in GIS’ awards for the new and innovative solutions that have helped Maricopa County succeed. Kevin holds a BS in Geography from Arizona State University.

Kevin Westover
Acting Director of Business Engagement and Innovation for the Office of Enterprise TechnologyKevin is the Acting Director of Business Engagement and Innovation for the Office of Enterprise Technology. Kevin is an experienced, energetic, and accomplished information technology professional who has nearly 30 years of experience in technology operations, infrastructure, leadership, and customer service. His passion, both personally and professionally, is to better yesterday through dedicated effort that brings tangible results. A native Phoenician and graduate of Arizona State University has fostered meaningful ties to the community served by Maricopa County. He is the recipient of technology service awards and recognition for years of dedicated service.

Michael Miller
Director, Administration and PMOMichael is the Director of Administration leading the Finance, Project Management Office, Human Resources, and Communications areas. He joined Maricopa County in October 2017 with over 30 years of IT Management experience in both the public and private sectors. As a former consultant, Michael has worked with the City of New York, Los Angeles County, and State of Arizona. Michael is an accomplished leader focusing on quality, customer satisfaction, communication, repeatable processes, and consistency.

Seema Patel
Dir Security Pgms & Asst CISOSeema is the Interim Chief Information Security and Privacy Officer for Maricopa County, prior to that she was the Assistant CISO overseeing security architecture and cyber risk management. She has over 20 years of experience in program management, mostly in the government and healthcare industries.
For the last 15 years, Seema has focused on utilizing technology to support data driven decisions while maintaining data security and privacy. In her free time she is student of Brazilian Jiu Jitsu and Krav Maga and volunteers in her community as a crisis counselor and animal rescue advocate.

Shea McGrew
Chief Technology OfficerShea is the Chief Technology Officer for the Office of Enterprise Technology (OET). She focuses on Enterprise Architecture, Disaster Recovery, Business Continuity, and Wireless Radio. Before the CTO role, Shea was Director of Enterprise Infrastructure, Operations, and Cloud services for OET. She is an experienced technology leader with over 20 years in technology, from engineering to executive roles. She holds a Master's in Business Administration with an emphasis on Enterprise Technology and is CISSP certified.
