Office of Enterprise Technology Leadership
David Stevens
David L. Stevens | Chief Information Officer

David Stevens is the Chief Information Officer (CIO) for Maricopa County - prior to his appointment as the CIO, David was the Deputy CIO for Maricopa County leading the Office of Enterprise Technology’s (OET) Infrastructure & Communications Technology (ICT) Division. Before joining OET, David spent five years as the CIO for the Judicial Branch of Arizona in Maricopa County where he worked closely with state and local government agencies - especially the Arizona Supreme Court where he served on several statewide committees.

During his time as the CIO with the Judicial Branch David worked with Courts across the Nation as a board member of CITOC and member of NACM. Additionally, he collaborated with the National Center for State Courts (NCSC) and his innovative work in the Judiciary had been recognized by NACo, NACM, NCSC, and CIO Magazine.

David has a strong background in Software Engineering, working as a Chief Architect and System Integration specialist in previous roles. He enjoys running, hiking, golf, and volunteering his time in support of the community; especially the homeless through his work with the Phoenix Rescue Mission, Habitat for Humanity, and the local church.

Stephen Wetzel
Stephen Wetzel | Chief Information Officer

Stephen Wetzel is the Chief Information Officer (CIO) of Maricopa County. Stephen has over 20 years of experience in a broad range of information technology areas, in both public and private sectors. His specific areas of interest include IT strategy, business intelligence, information security, and global network infrastructure.

Stephen has been a presenter at national conferences and workshops including events sponsored by ComputerWorld, National Association of Counties (NACo), Cisco Systems, Microsoft Business Intelligence (BI) solutions, and Gartner BI, just to name a few. He is an advisory board member for several post-secondary academic institutions to help influence the direction of Information Technology education.

Stephen has degrees from Phoenix College and Northern Arizona University. He also holds an advanced degree in security management from Webster University and is in the process of completing a second Master’s Degree in Business Administration from the same university. He has achieved numerous industry certifications, including ITIL Foundations Version 3.

Stephen has also received various professional awards, such as the Microsoft BI Pioneer Award. Under Stephen’s leadership, organizational excellence has been acknowledged through Maricopa County winning NACo Achievement and Arizona Quality Alliance Awards.

Kevin Westover
Kevin Westover | Deputy Chief Information Officer

Kevin Westover is the Deputy Chief Information Officer (DCIO) for Maricopa County. He leads the Office of Enterprise Technology’s (OET) Infrastructure and Communications Technologies division, which includes Infrastructure Project Management, Data Networking, Voice Networking, Enterprise Data Center Services, and Wireless/Radio Systems. Prior to his appointment as Deputy CIO, Kevin functioned as the Director of Enterprise Data Center Services within OET. Before joining OET, Kevin spent seventeen years within the technology department for the Judicial Branch of Arizona in Maricopa County as the Deputy CIO among several other technical and leadership positions.

Kevin is the recipient of numerous awards for leadership and service delivery, including an award as the Co-Chair for the Technology Committee that contributed to advanced and innovative technologies employed within the County’s South Court Tower. He is known as being driven towards excellence, outstanding customer service, and for meeting strategic objectives.

In his personal life, Kevin is passionately driven by family, faith, and extreme outdoor adventure.
