Master Plan Available for Review
The Joint Planning Committee, who were appointed as the steering committee for
the master planning process and URS Corporation, the master plan consultant,
have released the Master Plan for public information. Copies are available at
the Desert Foothills Library, 38443 N. Schoolhouse Road, Cave Creek and at Cave
Creek Town Hall, 37622 N. Cave Creek Road. To view the Executive Summary of the

Final Public
Review
On February 2, 2004, the Cave Creek Town Council unanimously adopted the Master
Plan with minor technical edits following council and public discussion. The
final public review is scheduled to occur before the Maricopa County Parks and
Recreation Commission on March 9, 2004. Comments received will be considered
and incorporated within the Master Plan as appropriate.
Draft Plan
Alternative
A preferred alternative for implementation within Spur Cross Ranch Conservation
Area (SCRCA) was selected in June 2003. The preferred alternative was developed
based on stakeholder and public input from the January meetings and with review
and guidance from the Joint Planning Committee. To view a DRAFT of the

Additionally, URS is preparing a preliminary Limits of Acceptable Change
computer application of anticipated user activities by the public while
visiting SCRCA. This application will indicate areas of user and environmental
conflict that will assist SCRCA land managers with identifying and applying
appropriate mitigation strategies to avoid resource degradation. Additionally
this application will assist SCRCA land managers with long term monitoring of
SCRCA.
3rd Public Meeting
– October 16, 2003
The third public meeting was held on October 16, 2003. This open house meeting
focused on presenting the preferred plan alternative for the Management Zones
at SCRCA. Additional master plan elements displayed included a facility master
plan for the education center, an architectural concept, and signage and
graphic concepts. Comments were received from the public and interested
stakeholders. The meeting was announced in the Sonoran News and by Press

4th Project Newsletter - October
2003
The fourth project newsletter was mailed in October 2003. The newsletter gives
an overview of the status of the master planning process, discusses facility
architectural concepts and site plan, trails planning, the Preferred Master
Plan, and information on the third public meeting which was held October 16,

The third project newsletter was mailed in June 2003. The newsletter
gives an overview of the status of the master planning process, discusses the
Draft Preferred Alternative, and information on the third public meeting, which

2nd Public Meeting – January 30,
2003
The second public meeting was held on January 30, 2003. Community open
houses and public meetings provide an opportunity for the public to learn about
the SCRCA Master Plan's progress and provide input to the process. This meeting
focused on presenting three alternatives of Management Zones at SCRCA.
Within each alternative were a variety of management zones for the public to
consider. Comments were received from the public and interested stakeholders.

affected by the outcome of the planning process and act as an advisory body to

Scoping Report - September 2002
The Scoping Report summarizes the public input received to date (July 2002). It
is important to remember that the SCRCA design process is issue-based and not
based on public consensus building. However, public and stakeholder comments
received are an important component among the factors that will define the
appropriate plan for SCRCA. The documented public input will be weighed along
with the complete data inventory and analysis that is being completed. All of
this information will be analyzed in order to determine appropriate strategies,
techniques, and measurements for the management of SCRCA resources. To view the

1st Public Meeting - June 24,
2002
The first public meeting was held on June 24, 2002 and was the public kick-off
into the planning process. Community open houses and public meetings provide an

Trip Survey
The SCRCA Trip Survey is a one-page questionnaire for interested users in the
area to provide their input on the project. The trip survey contains questions
about SCRCA use and a map encouraging respondents to identify where they go
when they travel to the area. Historical use patterns are also important to the
planning process. If you have visited Spur Cross Ranch prior to its purchase
