Maricopa County expenditures are organized by the function of County government. Each function represents a grouping of departments which includes expenditures for similar programs and purposes. Maricopa County has six main functions of government: public safety; health, welfare and sanitation; general government; highways and streets; culture and recreation; and education. In addition, Maricopa County incurs expenditures for capital outlay for the purchase and construction of capital assets and debt service for payments of principal and interest on long-term debt obligations.
The following County departments represent the expenditures incurred in each function:
Public Safety Function
Departments: Sheriff, Superior Court and other court related departments, County Attorney, Adult Probation, Contract Counsel, Correctional Health, Juvenile Probation, Clerk of the Superior Court, Public Defender, Flood Control, Planning and Development, Medical Examiner, Street Lighting Districts, and Emergency Management.
Health, Welfare, and Sanitation Function
Departments: Human Services, Public Health, Housing Authority, Environmental Services, Air Quality, Animal Care and Control, Solid Waste, and Waste Tire.
General Government Function
Departments: County Board of Supervisors, Clerk of the Board, County Manager, Management and Budget, Assessor, Call Center, Finance, Elections, Internal Audit, Enterprise Technology, Recorder, Treasurer, Human Resources, Procurement Services, Facilities Management, and Research and Reporting. General Government also includes projects or expenditures that are either non-departmental by function and/or projects that are more appropriately accounted for in General Government due to the long-term nature or unique circumstance of the project.
