Performance Measurement Auditing

In 2001, Maricopa County adopted a performance management system called "Managing for Results" (MfR). MfR directs Maricopa's employees and organizational culture to focus on achieving results for the customer/citizen. Internal Audit's crucial role is to examine departments' Performance Measure results and certify actual progress (verify departments' core business goal results). Internal Audit generates a Certification report for the benefit of department management, Board of Supervisors, County Administrative Officer, and the general public.


	FY2012 Performance Measure Certification – July 2012 Highlights \| Full Report We reviewed 43 Managing for Results (MfR) performance measures for Fiscal Year FY2011 from the following five County agencies: Correctional Health Services, County Manager’s Office, Office of Legal Advocate, Planning and Development, and Risk Management. 51% of the measures reviewed were certified.
	FY2011 Performance Measure Certification – June 2011 Highlights \| Full Report We reviewed 40 Managing for Results (MfR) performance measures for Fiscal Year FY2009 and FY2010 from the following seven County agencies: Human Services, Justice Courts, Library District, Office of Enterprise Technology, Office of Management and Budget, Stadium District, and Workforce Management and Development. Only 38% of the measures reviewed were certified.
	FY2010 Performance Measure Certification – May 2010 Highlights \| Full Report We reviewed 41 Managing for Results (MfR) performance measures from the following five County agencies: Assessor’s Office, Attorney’s Office, Public Defense Services, Public Works, and STAR Call Center. Only 51% of the measures reviewed could be certified.
	FY2009 Performance Measure Certification – July 2009 Highlights \| Full Report We reviewed 50 Managing for Results (MfR) performance measures from the following six County agencies: Adult Probation, Clerk of the Superior Court, Employee Health Initiatives, Flood Control District, Public Fiduciary, and Sheriff’s Office. We found 66% of the measures reviewed were inaccurate.
	FY2008 Performance Measure Certification – May 2008 Highlights \| Full Report We reviewed 55 Managing for Results (MfR) performance measures from the following seven County agencies: Air Quality, Clerk of the Board, Elections, Facilities Management, Juvenile Probation, Medical Examiner, and Superior Court. We found 56% of the measures reviewed were inaccurate.
