Does Maricopa County have an Ombudsman?

Yes. Human Resources outsources Ombudsman Services for County employees to a third party vendor - Mediation and Ombudsman Resolutions.

Ombudsman Services may be used in accordance with HR Policy 2405. This policy encourages employees to raise questions or concerns about the following issues:

  • The application of Merit Rules and Human Resources Plans (Employee Leave Plan & Employee Compensation Plan)
  • Human Resources Administrative Procedures
  • Departmental Work Rules
  • Unsafe or unhealthy work environments

Employees are encouraged to discuss these issues with their immediate supervisor and whenever possible, resolve their concerns. However, in those instances where an employee’s concerns cannot be resolved through the supervisor to the employee’s satisfaction, Maricopa County provides Ombudsman Services to mediate and resolve employee issues.

Ombudsman Services will adhere to the three steps outlined in the Employee Concerns Resolution Program contained in HR Policy 2405. Additionally, Maricopa County strictly prohibits retaliation against any employee raising an issue or concern as outlined in HR Policy 2405. Employees are advised to complete the Maricopa County Employee Concerns Resolution Form when seeking Ombudsman Services.
