Water and Waste Management Division
The Water and Waste Management Division consists of seven main program areas with a wide range of environmental
responsibilities. The Water and Waste Management Division regulates water, wastewater, and solid waste related
activities using rules in the Maricopa County Environmental Health
Code and the State of Arizona
Administrative Code to review plans, perform inspections and issue permits. Fees are based on the cost
to perform the service.
The programs that are within the Water and Waste Management Division are:
- Drinking Water Program – Enforces Safe Drinking Water Rules for
public water systems

- Onsite Wastewater Systems Program – Regulates onsite wastewater system (septic system)
construction and renovation

- Public Swimming Pools Program – Approves construction plans and performs
inspections of public/semi-public pools and artificial/semi-artificial lakes

- Solid Waste – Issues permits and conducts compliance inspections on refuse
hauling vehicles, non-hazardous liquid waste hauling vehicles, chemical toilets and construction debris landfills

- Stormwater Quality Program – Coordinates prevention of storm water
pollution within unincorporated areas of Maricopa County

- Subdivision, Infrastructure and Planning – Approves subdivision and
land development plans and infrastructure projects constructed in the public right-of-way for water, wastewater and
reclaimed water systems

- Water and Wastewater Treatment Program – Responsible for the regulatory oversight and
approval of water and wastewater treatment facilities, reclaimed water facilities and reuse water systems
