This project uses the Construction Manager at Risk (CMAR) method of project delivery. Under this approach, Maricopa County hires a Program Manager, Design Professional and Construction Manager who work as a team to establish a building design and guaranteed maximum price (GMP). During construction, the Construction Manager acts as the general contractor for the project, and is responsible for procurement of subcontractors and the delivery of the project at or below the guaranteed maximum price.

In addition to the professionals noted above, Maricopa County will directly procure Building Commissioning, Materials Testing, and Furniture/Fixtures/Equipment for this project.

Maricopa County Procurement

The following procedure was used by Maricopa County to select contractors for the Court Tower project. It is dictated by Arizona Revised Statutes, the Maricopa County Procurement Code, and Article Five Procedures Manual.

Public Notices

  1. Public Notices were placed on www.maricopa.gov/fmd. The public may subscribe to receive notices whenever new procurements are posted.
  2. The Public Notices were published for two consecutive weeks in the Arizona Business Gazette, the established publication for such legal notices.
  3. The Public Notice was sent via e-mail to all firms or persons registered at the Article 5 register of interested parties.
  4. In addition to the above, the Public Notice for the Construction Manager at Risk contract was published nationally in the Engineering News Record.

Listed below are links to the Public Notices, Notices of Solicitation and Requests for Qualifications (RFQ) for this project. At each one, there is a listing of the firms that submitted qualifications, the names and affiliations of the selection committee, and the name and description of the selected firms.

Other Project Procurements

Other Maricopa County procurements for this project are managed as dictated by Arizona Revised Statutes and the Maricopa County Procurement Code.

  • In all procurement a vendor is generated from the vendor data base based on the type of products/services being solicited. Vendors may register at any time for the commodities/services they provide and will be notified by e-mail when a solicitation is being released.
  • Procurement Officers also add vendors based on requesting departments recommendations and their own research via the web.
  • Public Notices are placed on our website at www.maricopa.gov/materials. The vendors may review current solicitations at any time.
  • Public Notices are published for two consecutive weeks in the Arizona Business Gazette, the County newspaper of record.
  • Public Notices are also sent via e-mail to all firms or persons that are on the final vendor list.
