The Maricopa County Air Quality Department will be conducting an oral proceeding to solicit formal comments regarding proposed Rule 280 (Fees) revisions.
The department conducted public workshops in June and September 2009 to solicit informal comments and discussions regarding proposed Rule 280 (Fees) revisions. With the conclusion of the informal rulemaking process, the department has prepared a Notice of Proposed Rulemaking (NPR) for the proposed Rule 280 (Fees) revisions. Please see the "More Info" tab below regarding a copy of the draft document for review. The NPR includes an explanation and description of the rulemaking and the proposed rule revisions; a summary of the economic, small business, and consumer impact; and the draft rule.
All comments made, either verbally or in writing, during the oral proceeding and made in writing by the close of the official comment period on November 25, 2009 at 5:00 p.m. will be considered formal comments. The department will address all formal comments in the draft Notice of Final Rulemaking, which will be prepared for the proposed Rule 280 (Fees) revisions and considered for approval by the Maricopa County Board of Supervisors during a Public Hearing tentatively scheduled for March 2010. |

The Permit Amnesty Program gives local businesses with operations in Maricopa County the opportunity to come into immediate compliance with air quality regulations without the threat of costly enforcement penalties.
Maricopa County’s Permit Amnesty Program will be in effect September 15th through December 15th, 2009.

To help you work through the process of applying for permit amnesty, the Maricopa County Air Quality Department offers walk-in clinics at its main office 1001 North Central Avenue. Click on the link below for "more information" on all clinic dates and times.
Amnesty Limitations
• The amnesty initiative will not extend to facilities that would be regulated under Title V (major sources) or to facilities regulated under Rule 310 (dust generating operations).br
• The amnesty is for operating without a permit. Other violations, if any are found during subsequent inspections, would not be affected.br
• Past annual fees would be assessed.
• This program does not constitute a grant of immunity or amnesty in any form on behalf of any federal, state or local law enforcement authority. |
