Maricopa County Air Quality Department, 1001 N. Central Ave., Suite 125, Phoenix, AZ, 85004, has processed applications for the following facilities and is proposing to issue air quality permits.

In accordance with §49-426 and §49-480.02 of the Arizona Revised Statutes (ARS), any person may submit to the Permitting Division Manager at 1001 N. Central, Suite 125, Phoenix, AZ 85004, written comments and/or a written request for a public hearing on the proposed permits within 30 days after the start of the public comment period. Any written comment shall state the name and mailing address of the person, shall be signed by the person, his agent, or his attorney and shall clearly set forth reasons why the permit should or should not be issued. Grounds for comment are limited to whether the proposed permit meets the criteria for issuance as prescribed in ARS §49-426, §49-480, or §49-481.

Maricopa County Air Quality Department (Department) is proposing to issue a new General Permit for Woodworking Operations. The new General Permit well be issued for a five-year period upon completion of the public comment period if no adverse public comments are received. Copies of the proposed General Permit may be reviewed between 8:00 AM and 4:30 PM during normal business days at 1001 North Central Avenue, Suite 125, Phoenix, AZ. The proposed permit is also available at the link found below.

Qualifiers and disqualifiers for the coverage under the Woodworking Operations General Permit are as follows:

A source qualifies for the General Permit if the facility meets all of the following criteria:

a. Your facility is a stationary source in Maricopa County and applies finishing material (such as topcoats, sealers, primers, stains, basecoats, washcoats, enamels, toners, glazes, and graining inks) to millwork, furniture or fixtures made of wood or wood-derived material.
b. Your wood coating operations emit less than 10 tons of VOC per any consecutive 12-month period.
c. Your operation is a wood millwork or wood furniture manufacturer. d. If woodworking is performed, your facility generates no more than 85 tons of sawdust in any 12-month period.
e. Your facility does not use any materials containing methylene chloride (also known as dichloromethane or CH2CL2).
f. Your facility does not have any control devices requiring an O&M Plan (i.e., no ECS which exhausts outside of building.). If your ECS exhausts outside of building, your operation may require an individual source permit.

The Control Officer will make the General Permit available upon completion of the public notice period. Sources may obtain coverage under this General Permit by filing a complete application for an Authority to Operate and/or Construct a Stationary Dust-Generating Source.
