Draft Rules

Rule 351 will be amended to clarify language, add definitions, and tighten the definitions of gas tight and vapor tight.   The 0.6 lb/1,000 gallon emission standard of volatile organic carbon will be amended to 0.42 lb. /1000 gallons which equilibrates with a 95% recovery required by Reasonable Available Control Technology (RACT) for a serious nonattainment area for ozone. This 95% recovery standard in subsection 301.2(a) would then be made consistent with the 95% recovery requirement in Rule 350, Section 308 as addressed by EPA in their 2001 review of these rules.
