Training Requirements

 

1) Individuals outside the employment of the Maricopa County Air Quality Department (MCAQD) will be certified to provide Comprehensive and/or Basic training (for Rule 310).

a) Individuals requesting certification to provide Comprehensive training are required to show at least two years of on-site experience, demonstration of Maricopa County Air Quality rule knowledge including Appendix C and experience with visible emissions. Experience with visible emissions shall be satisfied with either a current or expired visible emissions (VE) certification form.  

b) Individuals requesting certification to provide Basic training are required to show at least one year of on-site experience, demonstration of Maricopa County Air Quality rule knowledge and familiarity of Appendix C.

c) Demonstration of rule knowledge will be determined by written test during a Train the Trainer class.  A 90% passing rate is required on both Rule 310 and Appendix C separately to teach comprehensive training.  A 90% passing rate for Rule 310 and an 80% passing rate for Appendix C is required to teach basic training.

d) Individuals must show proof of experience and visible emissions certification on the day of the Trainer Certification class. 


2) Training presentations have been provided on disc for Comprehensive and Basic Dust Control Training; these presentations may be used as provided. Custom presentations will require prior approval from MCAQD.

a) Comprehensive training will last a minimum of six hours instruction time and cover the topics outlined in the provided presentation.

b) Basic training will last a minimum of three hours instruction time and cover the topics outlined in the provided presentation.

c) All classes must be taught by an MCAQD certified trainer. A list of certified trainers will be maintained on the department’s website (www.maricopa.gov/aq) based on information provided by the trainer.

d) Comprehensive training classes will have a maximum of 40 attendees and Basic training classes will have a maximum of 50 attendees.

e) Certification cards will be presented to those participants that attended the entire class presentation (see section 4).


3) Trainers will provide at least one week written notification to MCAQD at aqdustcompliancetraining@mail.maricopa.govor by fax at 602.506.6867, prior to the date of any class.

a) Written notification shall include the following: name of company providing training, name of certified trainer, date and time of training, type of training, location of training, phone number of person to contact to verify training and a roster of class attendees.

b) Requests for reservations will be given to those parties that can provide all of the information requested above.

i) Cancellation or changes to class schedules or locations need to be submitted in writing to aqdustcompliancetraining@mail.maricopa.gov or faxed to 602-506-6867 within 72 hours of scheduled class start. These types of notices should be clearly marked indicating if it is a cancellation or change.

 


4) MCAQD will charge a fee of $30 per training attendee as provided on the class roster; invoices will be sent to the scheduled trainer not the company providing the training.

a) Invoices are mailed out after the completion of the class and due within 15 days of receipt

b) Class requests will be denied as well as photo Id's for any unpaid class and any future class until past due balances have been satisfied.

c) If invoices are not paid in full within 15 days of receipt, MCAQD will send a past due notification and the department reserves the right to submit all outstanding balances for collection.

d) Class attendees may receive their certification cards by coming to 1001 N. Central Ave, Suite 500, Phoenix AZ 85004. MCAQD will provide cards Monday through Friday from 8:00am - 4:00pm except when closed for holidays.

e) MCAQD will attend training classes of 25 or more participants to provide certification cards to class attendees, at the request of the trainer. MCAQD will charge $30 per training attendee as provided on the class roster, invoices will be billed to the scheduled trainer. Invoiced fees will be due prior to the start of class. MCAQD will provide this service only if payment is received prior to the scheduled class.

f) Trainers will send a signed affidavit certifying class participants attended the required time of training. This affidavit along with a list of class attendees will be faxed or emailed to the department immediately following the class. The attendee will need to bring a completed photo id information form to receive their photo certification card.

g) If a class participant comes in for their photo certification card and we have not yet received the affidavit from the certified trainer, the photo certification card will be processed. However, the card will be held by the department until proper confirmation is received from the trainer. Repeated failure to submit notification and/or affidavits may result in revocation of training certification. See section 5 c).

h) No refunds available.


5) MCAQD may, at any time, audit a training class for quality purposes. 

a) Dust control trainers must present training courses in a competent and professional fashion. Each course presented should start on time and cover all of the required material. The information presented must emphasize continuous compliance and not violation avoidance. Negative editorial comments regarding the dust control program or MCAQD promote an attitude of disrespect for the dust control rules and can impair the effectiveness of the training. Trainers will be evaluated on both the technical content of the courses taught and the professionalism/overall effectiveness of the training.

b) b) Feedback to the trainer may be given at the time of training if the auditor notes incorrect information being given or the trainer is teaching violation avoidance instead of continuous compliance. If the training does not meet the standards set forth above, MCAQD reserves the right to refuse to issue certification cards based on the training and if that occurs the training will not be acceptable for any purpose. Maricopa County shall not be liable for any costs incurred by trainer for classes that do not qualify for the issuance of certification.

c) Trainers who do not meet these requirements will be notified of the deficiencies in their training programs.  If a trainer continues to provide training sessions is a way that does not meet these requirements, after receiving notice of deficiencies, MCAQD may revoke the trainer's certification.
