Maricopa County Rule 316 Section 310.1 requires that the site superintendent or other designated on-site representative of the permit holder, if present at a site that has more than one acre of disturbed surface area that is subject to a permit issued by the Control Officer requiring control of PM10 emissions from dust generating operation, shall successfully complete a Basic Dust Control Training Class conducted or approved by the Control Officer.
Section 310.2 requires that water truck and water-pull drivers successfully complete a Basic Dust Control Training Class conducted or approved by the Control Officer.
Section 309 requires that a facility with a rated or permitted capacity of 25 tons or more of material per hour or with five acres or more of disturbed surface area subject to a permit, whichever is greater, must have in place a Fugitive Dust Control Technician who must meet the qualifications outlined in Sections 309.1-309.6.

1. Who is required to have Basic 316 training?

2. Are subcontractors required to complete dust training?
There is no training requirement associated with subcontractor registration; however, based upon the work you perform on a site, you may need to attend training. For example, if you drive a water truck or water-pull or you are designated as an on-site representative, you need to complete basic training. 3. Is there a train the trainer class for 316 training?
No, only Air Quality staff conduct Rule 316 training. Classes are held at 1001 N Central Ave, Ste 400, Phoenix, AZ 85004, but you may request that Air Quality staff conduct training off-site when attendance will be at least 10 participants and no more than 30. See Section 311.3 of Rule 316 for more information.

5. How/where do I go to get trained?

If you do not complete the training before December 31, 2008, you are in violation of Maricopa County Rule 316 § 310. Maricopa County will issue the permit holder a Notice of Violation indicating the requirement to complete training.
Comprehensive training was required by June 30, 2008.
7. How long is my certification valid?
Your certification lasts three years. After three years, you must retake the class to recertify.
8. How do I get a replacement ID card if I lost mine?
If you have lost your ID card, you will need to make a non-commercial public records request. The replacement card will cost $5.00, and you will have to come in person and show ID to pick up your replacement card from 1001 N Central, Phoenix, AZ 85004. 9. What is smoke school or visible emissions certification?
Visible emissions certification is required of Fugitive Dust Control Technicians per Rule 316 Section 309.5.
