Loan Opportunities / Grant Programs

Loan Opportunities

SmartWay has partnered with several lenders to provide money for small trucking companies to help pay for technologies that will save fuel while reducing pollution. SmartWay launched these loans for the trucking industry in November 2006 and continues to provide these funds.     The following is a list of lenders and investment bankers familiar with diesel trucks and equipment.  You may want to consider collaborating with these, or others, in the development of diesel loan or bond programs and acquire these useful technologies.

Grant Programs

For fiscal year 2008,  Congress appropriated funds for the first time under the Energy Policy Act (2005) to help reduce emissions from heavy duty diesel engines. These funds  will be administered by EPA's National Clean Diesel Campaign (NCDC) and its network of seven collaboratives, made up of EPA regional offices and public and private sector partners.
 
     National Clean Diesel Finance Program;
     Clean Diesel Emerging Technology programs;
     State Clean Diesel Grant Programs;

 

1)  Which type of fleets qualify for funding?

  • Buses

  • Medium or heavy-duty trucks

  • Locomotives or Non-road engines, stationary engines, or vehicles used in construction, handling of cargo (including at a port or airport), agriculture, mining, or energy production.

At least half the funds will be for the benefit of public fleets. This includes private fleets contracted or leased for public purpose, such as private school buses, refuse haulers, or equipment at public ports. However, only eligible entities can apply directly to EPA for funding (e.g., a school district would apply and administer a project on behalf of a private school bus contractor).

 

2)  What is an Eligible use of Funding?
Grant applicants can propose the following types of projects: verified retrofit technologies, covering incremental costs of early replacement, and reducing of long-duration idling, using EPA or CARB verified technologies.  

Examples of Verified Technologies

  • Diesel Oxidation Catalysts

  • Diesel Particulate Matter Filters (wall or flow-through)

  • Closed Crank Case Ventilation Systems

  • Biodiesel

  • Engine Upgrade Kits

  • Creation of innovative clean diesel financing programs. 

Idle Reduction Technology Options

  • Electrified Parking Spaces (truck stop electrification)

  • Auxiliary Power Units and Generator Sets

  • Fuel Operated Heaters

  • Battery Heating and Air Conditioning Systems

  • Thermal Storage Systems

  • Creation of innovative clean diesel financing programs. 

Some EPA Regional offices have already started issuing requests for grant applications, called Requests for Proposals (RFPs), and, along with EPA Headquarters, will continue to roll them out throughout mid summer.
