
The Maricopa County Title III Consortium
Title III is a federal grant that is specifically written
to assure that non-English speaking students receive comprehensive services to meet fluent
English Language proficiency. The Title III allocation is determined by each school
district’s English Language Learner (ELL) student count reported to the ADE through
the SAIS data collection system. Funds are accessed through the ADE Grants Management
System.
The Maricopa County Title III Consortium was formed under
Title III, NCLB (2001) in February of 2003. A school district (LEA) with a state
allocation of under $10,000 was mandated by NCLB to join a consortium to be able to
access their funds, SEC.3114. Within-State Allocations (b) of Title III under the No
Child Left Behind Act of 2001. The county applies for the consortium membership funds
on their behalf and is described as a "pass-through" agency.
The Maricopa County Title III Consortium has a membership
of 47 charter schools. In accordance with Title III law, the consortium membership is
allowed to expend funds for:
- After school programs.
- Summer school programs.
- Academic tutoring.
- Educational materials.
- Educational supplies.
- Professional development.
Additional services delivered to the consortium include:
- Classroom material orders.
- Conference registration.
- Training delivered in real time through Webinars, this facilitates immediate delivery
of critical information and allows for dialogue between school administrators.
The Maricopa County Schools Office offers SEI trainings
per the request of LEAs. The Maricopa County Schools Office is approved by ADE to deliver
high quality SEI trainings. All trainings meet the state SEI objective requirements. Our
trainings require active engagement of the participants. Our professional development
workshops are open to non-members of the consortium for a nominal fee. We communicate
directly with schools via e-mail to announce our workshop opportunities.
