Arizona Retailer Tobacco Training


The Maricopa County Department of Public Health – Office of Tobacco and Chronic Disease Prevention, in partnership with the Arizona Attorney General’s Office and the Arizona Department of Health Services, offers a training program for business retailers and their employees who have been cited for violating Arizona law prohibiting the sale of tobacco to minors.


The Arizona Retailer Tobacco Training (ARTT) is a free, informative program designed to help business retailers educate their employees about how to comply with state and federal laws that regulate youth access to tobacco. Retailers and/or their employees can attend the training, often in lieu of paying the fine associated with their citation.


Material covered in the two-hour training program includes:

  1. Youth tobacco use and purchasing practices

    1. Facts about youth tobacco use
    2. Statistics regarding sales to teens in Arizona
    3. Survey results on where and how kids are able to buy tobacco
  2. Arizona tobacco retail laws and enforcement

    1. Arizona laws relating to youth access
      1. Potential fines for both individual and business
      2. Other Arizona tobacco retail laws
    2. Federal regulations relating to youth access
      1. Potential fines and no-tobacco-sale order
      2. Additional requirements to check ID and other
    3. Publicity of failed inspections on both state and federal websites
    4. Inspection program conducted by Arizona AGO and FDA
  3. Strategies for retailers to avoid tobacco sales to minors

    1. Education
    2. Store policies
    3. Training and monitoring
    4. Reminders
  4. Tips for clerks to avoid selling to minors

    1. Ask for ID
    2. Review of valid, government-issued ID
    3. Calculating age from birth date
    4. Review of common mistakes
