MARICOPA COUNTY PUBLIC WORKS

Kenny W. Harris, P.E., serves as the Maricopa County Director of Public Works and as the County Engineer.

As Director of Public Works he oversees three separate agencies with a total budget of nearly $300-million: Flood Control District of Maricopa County, the Maricopa County Department of Transportation and Solid Waste Management.

An Indiana native and Notre Dame graduate, Harris came to Maricopa County in January of 2007 after more than two decades of exemplary experience in the Phoenix area. His most recent service was as Vice President for Facilities of the Arizona Sports and Tourism Authority, where as part of his duties he oversaw the construction of the University of Phoenix Stadium.

During Harris� tenure as City Engineer with the City of Phoenix, he was involved with the design and construction of a number of landmark public projects including Phoenix�s City Hall, Science Museum and Central Library. He also served as Director of the Phoenix Development Services Department.

Maricopa County Department of Transportation (MCDOT) 

The Maricopa County Department of Transportation plans, designs, constructs, and maintains roadways within the county�s unincorporated areas. MCDOT currently maintains nearly 2600 miles of roadway, with more than 2-thousand miles being paved. We also maintain 113 bridges (28 of them more than 250 feet long) and more than 325 culverts, more than 115 signalized intersection and nearly 35-thousand signs. MCDOT�s funding is primarily derived from Highway User Revenue Funds and other federal and state sources.

Flood Control District of Maricopa County 

Flood Control District of Maricopa County provides regional flood hazard identification, regulation, remediation, and education to Maricopa County residents so that they can reduce their risks of injury, death, and property damage from flooding, while still enjoying the natural and beneficial values served by floodplains.

 

Maricopa County Solid Waste Management  

Provides solid waste transfer and waste tire recycling services in cooperation with the cities and towns and businesses. Works to reduce the amount of waste generated, maximum practical resource recovery, proper management of special wastes, and environmentally sound disposal.

Thank you for your interest in MaricopaCounty construction projects and/or other procurements.  In order to be registered to receive notice of upcoming projects, you must register in two locations with MaricopaCounty.  Each of these processes takes some time to complete, but once complete, if you update your information regularly to make certain we have correct data, you will not have to re-register.  If you do not keep your records updated when there are changes or annually, at a minimum, your profile may be deleted and re-registration will be required.

  • First, to receive notice of new construction projects for any of the public works entities (Flood Control, MCDOT, Facilities Management, Parks & Recreation and Stadium District), you need to register with our Article 5 Procurement site at this link:  http://www.mcdot.maricopa.gov/procurement/article5/RSIA5_apphome.aspThis will give you notification of all new projects for those areas you indicate you are interested in receiving.  At this page, please read carefully and follow the instructions provided on the right side of the black vertical line. 
  • After you have gathered the information as indicated in the appropriate registration form, return to the site and click on the "New User: Register Here" link on the left side of the black vertical line.  You will have approximately 30 minutes to enter your data.  Please be as thorough as possible.  
  • All Article 5 departments are authorized to utilize the information contained on this site for register selection of firms.  These can be used under certain circumstances as permitted in our Procurement Code (to read the procurement code, please follow this link:http://www.maricopa.gov/materials/p-code/Policies.asp
  • It is important to include as much information as possible as this is similar to having an on-line, generic Statement of Qualifications on file.  While this is not strictly the case, this is the information needed to select firms for work with the County in some cases.

  • (http://www.maricopa.gov/Materials/Vend-Reg/nigp_comm_code.pdf) and print out the relevant pages.  The system used by Materials Management is based on the NIGP (National Institute for Government Procurement)codes.  This helps us market our jobs to those firms interested in receiving notice based on the codes for which they register.
  • Search the code list and mark the codes that are relevant to your industry or services provided.  Once you know your NIGP codes, return to the website and register.  At a minimum, you will need to have your Tax ID also available. 

 

For both of these sites, you will require a login and a password.  After initial registration, you can update and expand your profiles by using these logins to manage your accounts.

The Flood Control District contracts various professional services required by Maricopa County related to the design, construction, reconstruction, and remodel of Maricopa County facilities. These services are in accordance with the Maricopa County Procurement Code Article 5. In order to be registered as a Maricopa County vendor for professional or construction services, businesses should be listed on the Article 5 Register. Certification Programs


Certification is an incentive program to ensure small, women- and minority-owned, and disadvantaged businesses have an equal opportunity to participate in business opportunities. The certification process makes certain that the incentive programs are limited to businesses legitimately owned and controlled by local small, women, minorities, and disadvantaged businesses. To be certified, a business must meet established standards and be at least 51 percent owned and controlled by a qualifying person or persons.


Note: Most programs provide certification reciprocity for eligible companies.


Types of certification

Small Business Enterprise (SBE) is a race and gender neutral program. All small business owners.*
Woman-owned Business Enterprise (WBE) is designed for Caucasian women only.
Minority Business Enterprise (MBE) includes all minorities regardless of gender.
Disadvantaged Business Enterprise (DBE) is a race and gender neutral program. All small business owners.

*Arizona and Maricopa County's definition of a small business including its affiliates, is independently owned and operated, is not dominant in it field, employs fewer than 100 full-time employees, or has grossed less than $4 million in its last fiscal year.

Arizona Unified Certification Program (UCP)

The Arizona UCP has been established to facilitate statewide DBE certification. The UCP eliminates the need for DBE applicant businesses to obtain certification from multiple agencies, and provides reciprocity within Arizona. The Arizona Department of Transportation, City of Phoenix, and the City of Tucson are members of the Arizona UCP. The official UCP DBE database includes DBE firms certified by these three agencies. Bidders who are meeting goals on FAA and FTA contracts being let by other in-state entities can only use the DBEs certified by the Arizona UCP. Arizona Steps Up Directory

If you are certified with the Arizona Department of Transportation, City of Phoenix or City of Tucson as a Small (SBE), Woman (WBE), Minority (MBE),  or Disadvantaged (DBE) Business Enterprise, you will automatically be listed in the Arizona Steps Up Directory. Getting Started

  • Public Notices are placed in the Arizona Business Gazette on Thursday. Automatic e-mail notifications of the bid advertisements are sent to contractors, which are listed on the Article 5 Contractors Register, and who are qualified to perform the specific area(s) of work covered in the specific project. Completing the Contractors Application Form will place your firm on the Contractors Register.
  • Generally, projects are administered using Maricopa Association of Governments (MAG) Standard Specifications and Uniform Standard Details, latest revisions thereto, and Maricopa County Department of Transportation (MCDOT) English Supplement to M.A.G. Uniform Standard Specifications for Public Works Construction. Copies of M.A.G. specifications and details are available at the Maricopa Association of Governments Office, 302 1st Avenue, Suite 300, Phoenix, Arizona. A printable copy of the MCDOT Supplement to M.A.G. is available on-line or at the Customer Services desk, 2901 West Durango Street, Phoenix, Arizona 85009, at a cost of $13.00 each.
  • Plans and Special Provisions Bid/Contract Documents may be obtained by downloading or ordering a CD-Rom on this site, under Invitation for Bids.

Appeals

  • Article 9 - Legal and Contractual Remedies, of the Maricopa County Procurement Code contains instructions for bidders regarding protests and appeals of contract award decisions.

Submitting Bids

  • Date, time and place for the bid opening are specified in the bid advertisement.
  • Each bid must be accompanied by a Surety Bond, cashier's or certified check or postal money order equal to 10 percent of the bid, made payable to the Treasurer of Maricopa County as a guarantee that if the work is awarded to the bidder; the bidder will, within ten (10) days from the date of Notice of Award, enter into proper contract and bond condition for the faithful performance of the work, otherwise said amount will be forfeited to the Board of Supervisors as liquidated damages.
  • Contracts are submitted to the Board of Supervisors for award. The Board of Supervisors reserves the right to reject any and all bids and to waive any informality in any bid received.
  • All addenda issued by the County for the specific project must be included with the bid in their entirety and acknowledged on the second page of the proposal.
  • A pre-bid conference is held for all projects and will be listed in the bid advertisement. It is in the best interest of prospective bidders to attend the Pre-Bid Conference.
  • A pre-construction meeting will be scheduled with the contractors following the award of the contract. Major subcontractors should also attend.

Bidders Checklist

  • Is the No Collusion Affidavit form filled out, signed and notarized.
  • Is the Verification of License form filled out, dated and signed.
  • Is the DBE/MBE/WBE Assurance Affidavit form signed and notarized.
  • Has the proposal been properly signed?
  • Are the addenda included with the bid in it's entirety and acknowledged on the second page of the proposal?
  • Does the Bidding Schedule include unit costs, amounts per bid item, and total bid amount?
  • Is the bid accompanied by a certified check, cashiers check, or a surety bond for an amount equal to ten percent (10%) of the total amount bid?

The Western States Contracting Alliance (WSCA) was formed in October 1993 by the state purchasing directors from fifteen NASPO western states. The primary purpose is to establish the means by which participating states may join together in cooperative multi-State contracting in order to achieve cost-effective and efficient acquisition of quality products and services. Cooperative purchases are developed by member states. There is no Vendor List.

U.S. Communities Government Purchasing Alliance (U.S. Communities), a division of U.S. Communities Public Services Alliance was designed in cooperation with an Advisory Board of local and state government purchasing officials and is jointly sponsored by the Association of School Business Officials International (ASBO), the National Association of Counties (NACo), the National Institute of Governmental Purchasing (NIGP), the National League of Cities (NLC), and the United States Conference of Mayors (USCM).

U.S. Communities provides a national purchasing forum for local and state government agencies, school districts (K-12), higher education and non-profits nationwide by pooling the purchasing power of over 87,000 public agencies.

The Arizona Department of Administration, State Procurement Office, is the central procurement authority for the State of Arizona.
