Performance Measurement Auditing In 2001, Maricopa County adopted a performance management system called "Managing for Results" (MfR). MfR directs Maricopa's employees and organizational culture to focus on achieving results for the customer/citizen. Internal Audit's crucial role is to examine departments' Performance Measure results and certify actual progress (verify departments' core business goal results). Internal Audit generates a Certification report for the benefit of department management, Board of Supervisors, County Administrative Officer, and the general public.
