County Auditor Annual Report


The Annual Report is produced to provide the Board of Supervisors, the Citizen's Audit Advisory Committee, County leadership, and the citizens with information about Internal Audit's performance, accomplishments and results achieved during the fiscal year.

The County's Internal Audit Department promotes accountability and transparency by independently reviewing the County's internal control environment, and making recommendations for improvement. Our dedicated team of audit professionals worked diligently in Fiscal Year 2014 to provide the Board of Supervisors and the public with useful, objective information. During FY2014, we published 20 reports with 77 recommendations for improvement. Agency management concurred with all our recommendations, which is a testament to the quality and usefulness of our recommendations. For the fifth consecutive year, Internal Audit received the national Government Finance Officers Association Award for Outstanding Achievement in Popular Annual Financial Reporting.

Internal Audit makes recommendations that improve efficiency, economy, and operational effectiveness. Our recommendations also seek to ensure that controls are in place to deter fraud, waste, and abuse. Last year we published 16 reports with 124 recommendations for improvement. Agency management concurred with all our recommendations, which is a testament to the quality and usefulness of our recommendations. For the fourth consecutive year, Internal Audit received the national Government Finance Officers Association Award for Outstanding Achievement in Popular Annual Financial Reporting.

Fiscal Year FY2012 was another period of productivity and major achievement for Internal Audit. We published 24 audit reports, issuing 138 recommendations to make County operations more efficient, economical, and effective. Internal Audit strengthens Maricopa County by promoting strong internal controls, deterring fraud, and initiating cost recoveries. Internal Audit’s credentialed staff continues to be a good investment by County leadership. Also, for the third year in a row, Internal Audit received the national Government Finance Offers Association Award for Outstanding Achievement in Popular Annual Financial Reporting. We have produced the Citizens Financial Condition Report annually since FY 1998.

Fiscal Year FY2011 was a period of productivity and major achievement for Internal Audit. We published 26 audit reports that included 105 recommendations. For the second year in a row, Internal Audit received the Government Finance Officers Association Award for Outstanding Achievement in Popular Annual Financial Reporting. We also received the Knighton Bronze Award from the Association of Local Government Auditors for our Vehicle Usage audit. Audit staff held 12 leadership positions in FY2011 and actively participated in a variety of professional service organizations.

Fiscal Year FY2010 was a period of high productivity, major achievement, and significant challenge for Internal Audit. We published 24 audit reports including 221 recommendations. Internal Audit provides assistance by identifying weak controls, cost savings, and hard dollar recoveries, while reducing various types of risks. For example, in November 2009, Maricopa County received a check in the amount of $190,581 from Cox Communications for unpaid franchise fees. Internal Audit received the Government Finance Officers Association Award for Outstanding Achievement in Popular Annual Financial Reporting.
