Internal Applications

ICJIS has developed a number of internal applications that facilitate access to, generation of, and exchange of data and information between the justice and law enforcement agencies of Maricopa County. All applications are run within the ICJIS infrastructure and are connected to each stakeholder case management system via the ICJIS Enterprise Service Bus (ESB).

Common Case Number (CCN)

The CCN is the unique identifying element for case information, and facilitates the flow of information, both automated and manual, between the participating agencies. The CCN (ex: CR2013-0012340-001) is stored in each stakeholder case management system's database.


The pre-booking application provides a user-friendly intuitive interface for entry of arrest and booking data by arresting officers. The system is fully operational in the County Jail. There are 26 law enforcement agencies in Maricopa County and they use this system to enter and transmit electronic data to the Jail before they arrive with the subjects. This saves significant processing time at the Jail, freeing officers to return to their normal duties.

Justice Web Interface

The JWI application allows for a different interface to be used to access criminal history and other information. JWI does not contain data; it accesses data sources, about 265, and allows users to select which pieces of data are applicable for viewing the complete picture of the subject. The interface is graphical and allows users to quickly enter requests, even combining many critical requests into one simple action. One of the important sources for JWI is criminal history data from all fifty states and US territories.

Criminal History and Dispositions (CHD) worksheet

The CHD application is used to render JWI results into an easy to read, formatted, sorted, summarized worksheet for judges, prosecutors, investigators and probation officers. The CHD also includes a photo of the subject and replaces dozens of pages with just a few.


The electronic warrant application is used to capture warrant information throughout the process in one place. From request, to approval by a judge, to issuance through the Sheriff's Office to the Department of Public Safety (state police) and the federal warrant repository, the application tracks the Meta data and the electronic document itself. The system applies Court and Clerk seals and electronically files and eventually quashes the warrant.
