The Enterprise Zone Tax Credit Program’s goal is to improve
the economies of areas in the state with high poverty or unemployment rates. The
program does this by enhancing opportunities for private investment in certain areas
that are called enterprise zones. The program offers two types of benefits: income

Offers a vast array of programs to assist business locations, expansion and retention:
Commerce and Economic Development Commission
Provides financial assistance for businesses through loans, loan guarantees,
interest rate subsidies and grants to firms locating or expanding in Arizona or
other qualified projects. Eligible applicants include businesses, universities,
non-profit economic development organizations, cities, counties and others.
CEDC funds are primarily targeted to export-oriented businesses for expansion capital
to acquire fixed assets such as plant, machinery, and equipment; to communities
for strategic economic projects; and to other eligible applicants for projects that
result in significant job creation with salaries at or above the prevailing median
income in the affected political jurisdiction.
