Community Development News  



Mission Statement:

The mission of Community Development is to provide Community Development Block Grant (CDBG) and HOME Program funding to municipalities and other subrecipients not eligible for direct United States Department of Housing and Urban Development (HUD) funding so they can develop viable communities to primarily benefit low and moderate income people.


Program Goals:

Community Development Block Grant (CDBG) Oversee community development projects, completing and expending funds according to the Maricopa Urban County Five-Year Consolidated Plan, established time frames, and meeting all HUD and County requirements.

HOME Investment Partnerships Program (HOME)/American Dream Downpayment Initiative (ADDI) - Conduct housing rehabilitation, acquisition, down payment assistance and new construction activities to provide housing principally for residents of the Urban County according to the Maricopa HOME Consortium Five-Year Consolidated Plan; monitor all housing activities for the Maricopa HOME Consortium.


Community Impact:

CDBG - The incorporated and unincorporated communities in the Urban County are eligible to receive HUD's CDBG grant funds only through the County. This program serves primarily low/mod income persons in the Urban County (all of the County excluding the ten largest cites: Avondale, Chandler , Glendale , Gilbert, Mesa , Peoria , Phoenix , Scottsdale , Surprise and Tempe ). Major applicants are the governments of twelve small communities are: Buckeye, Cave Creek, El Mirage, Fountain Hills, Gila Bend, Goodyear, Guadalupe, Litchfield Park , Queen Creek, Tolleson, Wickenburg, and Youngtown. CDBG is the only flexible resource available to small communities for community development activities, including infrastructure improvements such as streets, water and sewer constructions, public facilities such as community centers, facilities to address special needs such as transitional shelters for the homeless and food banks, inner city commercial revitalization, land acquisition and single family owner occupied housing rehabilitation. All activities are carried out according to a 5-year Consolidated Plan.

HOME/ADDI - The incorporated and unincorporated communities in the Urban County and the members of the Maricopa HOME Consortium (Avondale, Chandler , Glendale , Gilbert, Mesa , Peoria , Scottsdale , Surprise and Tempe ) receive this HUD grant through the Maricopa HOME Consortium. This program creates affordable housing for individuals and targeted groups such as the homeless. A portion of the grant is reserved for housing activities from qualified non-profits. The program is available to all eligible county residents excluding the City of Phoenix.  (The City of Phoenix receives its own funding.)
