CITIZENS' JAIL OVERSIGHT COMMITTEE

MISSION: The Committee reviews requests for projects to ensure that they are consistent within the scope of the project represented to the public and makes recommendations to the Board of Supervisors.

MEETINGS
:
The members of the CJOC establish rules of the meetings, determine meeting times and places, and provide public notice of meetings and agendas.  They will conduct their meetings in accordance with the open meeting laws.

FORMATION AUTHORITY: CJOC Charter was adopted by the Board of Supervisors on February 17, 1999.

COMPOSITION: The CJOC will consist of nine members. Each member of the Board of Supervisors (BOS) will appoint one member. The Sheriff’s Office will appoint one member. The County Attorney’s Office will appoint one member. The Presiding Judge of Maricopa County Courts will appoint one member. The County Administrator’s Office will appoint one member. Each appointee will serve at the pleasure of the appointing entity and will serve until December 31, 2007 or when the sales tax ends, whichever is earlier. The Chairman of the Board of Supervisors will appoint the Chairman of the CJOC from among the nine members. The Chairman of the CJOC will serve for two years. Upon completion of this term, the CJOC members will then elect the Chairman of the Committee for each two-year term by majority vote. The CJOC shall, at a minimum, provide reports to the Board of Supervisors bi-annually. The reports to the Board of Supervisors will begin within six months of the entire committee being appointed.

DUTIES AND POWERS: 1) Review all requests for projects to ensure that they are consistent with the Citizens’ Jail Advisory Committee’s final report and within the scope of the project represented to the public and recommend them to the Board of Supervisors; 2) Review status reports from the project manager on expenditures to date, commitments, and costs to complete; and 3) Review County maintenance of effort contribution to the jail fund and monitor program for adherence to provisions contained in the ballot and jail tax statute.
