ASSESSOR’S OFFICE JOB DESCRIPTION
GIS PROGRAMMER ANALYST
JOB SUMMARY :
Responsible for designing, developing and customizing GIS applications and
enterprise network systems to support the business needs of the organization.
Work with automated mapping and spatial information processing methods and
techniques; understand cartographic design and CAD/GIS principles. Create new
and edit existing graphical and tabular data; complete geographical analysis to
create complex queries and spatial overlays; implement new data. Interface
directly with clients to determine their needs and make recommendations.
Perform project lead responsibilities.
PRIMARY DUTIES: The following duties are
representative of the range and scope of duties performed. They are
illustrative

described:
Research, analyze, design, develop, implement and maintain GIS
applications and systems. Determine requirements, appropriate software and
design methodologies. Document systems, programs and operational procedures.
Assure quality objectives and standards are maintained through routine
examination of projects, providing verification of data integrity and data
distribution. Responsible for developing
and implementing project plans with appropriate schedules, objectives and
measurements within project budgets. Coordinates staff and resources under the
general direction of/or in the absence of the GIS Manager.
Provide lead technical assistance to
staff, clients and management. Communicate effectively on all levels and
provide program coordination and reports.
REPORTING STRUCTURE:
With limited supervision reports to the GIS Manager. Oversees staff and project
resources under the general direction of/or in the absence of the GIS Manager.
Provides direction to GIS staff.
CONTACTS:

: All GIS, ISD and Assessor

B. External: Other county agencies, regional
government agencies and vendors
QUALIFICATIONS:
- Knowledge, Skills, Abilities:
Working knowledge of programming techniques utilizing RDBMS database
structures. Understanding the philosophy of GIS applications and the
maintenance of spatial data. Attendance and punctuality are essential functions
to this position.
- Education:
Bachelor’s degree in Computer Science, Math, Geography
engineering or a closely related field.
- Experience:
Minimum of 2 years experience with programming GIS applications in a RDBMS
environment which include at least 1 year of GIS spatial analysis. Related
experience and education may substitute on a year for year basis.
- Specialized Training:
Knowledge of Oracle fundamentals,
RDBMS, Object Oriented Scripting Languages and GIS data products is necessary.
Project management tools, Internet design experience, and spatial database
engine technology is preferred
PAY*: Min $20.92 Mid $25.81 Max $30.68
